A.S. Haley, the Anglican Curmudgeon, has a very informative, and lo-ong piece on the development of TEC's "abandonment of communion" canons. Way down in the middle of the 2nd part, Abuses of the Abandonment Canons (II) , he says:

We are quickly devolving to a Church where the canons---derived from a Greek
word meaning "rule", or "measure"---are meaningless, and have become tools for
misrule, and a complete lack of measure.
